The Procedure for the Provision of Healthcare to Foreign Citizens

  1. General Provisions

1.1. These Provisions shall set forth the procedure for the provision of paid medical services to foreign citizens in accordance with the Law of the Republic of Belarus “On Health Care ”, acts of the President of the Republic of Belarus, any other legal acts of the Republic of Belarus or any international agreements of the Republic of Belarus.

1.2. According to Article 5 of the Law of the Republic of Belarus “On Health Care” the following categories of foreign citizens and stateless persons shall have access to medical care:

1.2.1. foreign citizens and stateless persons permanently residing in the Republic of Belarus shall have the right to have access to affordable health care equal to the citizens of the Republic of Belarus, unless otherwise provided for by the legal acts of the Republic of Belarus and international agreements of the Republic of Belarus.

1.2.2. foreign citizens and stateless persons temporarily staying or temporarily residing in the Republic of Belarus shall have the right to have access to affordable health care at their our expense, at the expense of legal entities or other legal means unless otherwise provided for by the legal acts of the Republic of Belarus and international agreements of the Republic of Belarus.

1.3. The citizens of the Russian Federation shall be provided with health care in accordance with the Agreement on provision of health care to the citizens of the Republic of Belarus at health care institutions of the Russian Federation and the citizens of the Russian Federation at health care institutions of the Republic of Belarus, made between the Government of the Republic of Belarus and the Government of the Russian Federation on the 24th of January, 2006 in Saint-Petersburg (hereinafter referred to as the Agreement). The Agreement specifies the procedure for the provision of health care to the citizens of the Republic of Belarus at state and municipal health care institutions of the Russian Federation and to the citizens of the Russian Federation at the state health care institutions of the Republic of Belarus.

1.3.1. According to Article 3 of the Agreement, the citizens of the Republic of Belarus permanently residing in the Russian Federation shall have the rights equal to the rights of the citizens of the Russian Federation to be provided with health care, including free-of-charge treatment, at state and municipal health care institutions of the Russian Federation.

The citizens of the Russian Federation permanently residing in the Republic of Belarus shall have the rights equal to the rights of the citizens of the Republic of Belarus to be provided with health care, including free-of-charge treatment, at state health care institutions of the Republic of Belarus.

1.3.2. According to Article 4 of the Agreement, the citizens of the Republic of Belarus who are the Heroes of the Soviet Union and the Cavaliers of the Order of Glory of three grades shall have the rights equal to the rights of the citizens of the Russian Federation to be provided with health care, including free-of-charge treatment, at state and municipal health care institutions of the Russian Federation.

The citizens of the Russian Federation who are the Heroes of the Soviet Union and the Cavaliers of the Order of Glory of three grades shall have the rights equal to the rights of the citizens of the Republic of Belarus to be provided with health care, including free-of-charge treatment, at state health care institutions of the Republic of Belarus.

1.3.3. According to Article 5 of the Agreement, the citizens of the Republic of Belarus temporarily staying or temporarily residing in the Russian Federation shall have the rights equal to the rights of the citizens of the Russian Federation to be provided with emergency care and health care, if they have a disease threatening the health of other people during their stay in the Russian Federation.

The citizens of the Russian Federation temporarily staying or temporarily residing in the Republic of Belarus shall have the rights equal to the rights of the citizens of the Republic of Belarus to be provided with emergency care and health care, if they have a disease threatening the health of other people during their stay in the Russian Federation.

In this case, the planned health care shall be provided on a paid basis.

1.4. The citizens of the CIS-member states (except for the citizens of the Russian Federation), temporary staying, temporary or permanently residing in the Republic of Belarus, shall be provided with health care in accordance with the procedure set forth by the laws of the Republic of Belarus and the Agreement

on provision of health care to the citizens of the CIS-member states as of the 27th of March, 1997. Note: the Parties to the Agreement on the provision of health care to the citizens of the CIS-member states made on the 27th of March, 1997 in Moscow are the Republic of Belarus, Ukraine, the Republic of Moldova, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan, Republic of Uzbekistan and the Republic of Armenia.

According to Articles 2, 3, 4, 5, 6, 7 and 8 of the Agreement on the provision of health care to the citizens of the CIS-member states dated March 27, 1997, the citizens of other CIS-member states shall be provided with:

1.4.1. urgent or emergency care, if a sudden acute condition or a disease threatens a patient’s life or other people’s health, in case of an accident, intoxication, injury, delivery or emergency conditions during pregnancy, immediately, free-of-charge and to the full extent.

1.4.2. paid health care(after elimination of a threat to a patient’s life or other people’s health) and paid planned health care.

1.5. The stateless persons, who have permanent resident cards and permanently reside in the Republic of Belarus and their children shall be provided with health care on the terms equal to those of the citizens of the Republic of Belarus.

1.6. The procedure and the terms of the compulsory health insurance of foreign citizens and stateless persons entering the Republic of Belarus shall be specified in the legal acts.

1.6.1. According to Clause 233 of the Provisions on Insurance Activities in the Republic of Belarus approved by Decree No.530 as of August 25, 2006 of the President of the Republic of Belarus, foreign citizens shall be provided with urgent or emergency care against their insurance policies unless otherwise provided for by the President of the Republic of Belarus. Such insurance policy shall confirm that a foreign citizen has made a contract on compulsory health insurance with a Belarusian insurer or a contract on health insurance with a foreign insurer. The citizens of the CIS-member states shall not have compulsory health policies.

1.6.2. According to Clause 235 of the above Provision, a foreign citizen shall pay for the medical services and transportation at its own expense or at expense of a seconding party, if the foreign citizen has no insurance policy or fails to provide documentary evidence that it has the right to be provided with a free-of-charge urgent or emergency care in the Republic of Belarus. The amount due shall be calculated based on a price-list of a relevant healthcare provider.

  1. The procedure for the provision of health care to foreign citizens by the medical specialists of Buda-Koshelev Central District Hospital.

2.1. To learn about the paid medical services offered by our hospital, you may consult a medical registrar, study the information boards in the central hall or visit our website.

2.2. You shall not pay for our services, if you have an insurance policy or if there any other grounds for the provision of free-of-charge medical care. Otherwise, you shall pay for our services.

2.3. To get any planned medical care, you shall make a contract with our hospital. If you have an insurance policy, effective in the Republic of Belarus, your insurer shall pay for the medical services you get.

2.4. If you want to get a paid medical service at our hospital, please, visit the payment department.

2.5. A cashier shall prepare a contract on the provision of paid medical services at your request.

2.6. After signing the contract, you shall get a till slip, specifying your surname and the procedures, (consultation, test, etc.) you paid for on it.

2.7. If you need a planned hospitalization, or if you agree to undergo treatment on a paid basis (after provision of urgent medical care), a physician fill in a payment form for inpatient treatment. To get relevant medical care, you shall make an advanced payment or pay for it in full.

2.8. A member of staff will accompany you to the Department of Planning and Economic Activities, where you shall make a contract or an addendum.

2.9. At the Department of Planning and Economic Activities a contract for the provision of paid services, an invoice and an acceptance certificate will be made.

2.10. The contract shall specify the scope of paid services, their price, terms of their provision, payment procedure, rights and obligations of the parties. The contract is made in one copy and shall be kept at the hospital. At your request, a second copy or a duplicate of the contract shall be made.

2.11. You shall go to the cash desk and pay for the medical services. After that you shall go to the Admission Department, where you shall show the till slip. There the documents for hospitalization shall be executed.

2.12. After executing the above documents, you will be accompanied to a relevant inpatient department for treatment.

2.13. After treatment, you shall pay all amounts due. For this purpose an addendum to the contract, an acceptance certificate and an invoice is made. You shall make payment at the cash desk.
